Federal Ombudsman (Wafaqi Mohtasib)

The Federal Ombudsman looks into complaints about federal government departments and agencies, free of charge.

Last reviewed 11 October 2026

The Wafaqi Mohtasib (Federal Ombudsman) is an independent office that investigates complaints about maladministration by federal government departments and agencies, such as delays, neglect, unfair decisions or corruption.

The Wafaqi Mohtasib is Naveed Kamran Baloch.

What the Ombudsman does

The Ombudsman can look into complaints about federal bodies, for example utility companies, the passport office, NADRA, the post office and federal pension offices. If a complaint is upheld, the Ombudsman can recommend that the agency puts things right.

The Ombudsman does not deal with matters already in court, or with provincial government departments. Each province has its own provincial ombudsman for those.

Before you complain

Contact the department or agency first and give them a chance to put things right. If they do not respond, or you are not happy with their reply, you can complain to the Ombudsman.

How to complain

You can complain:

  • online on the Wafaqi Mohtasib website
  • through the Wafaqi Mohtasib CMIS mobile app
  • by calling the helpline on 1055
  • by email to [email protected]
  • by post or in person at 36 Constitution Avenue, G-5/2, Islamabad, or at a regional office

You get an SMS confirming your complaint, and you can choose whether it is heard in Islamabad or at a regional office.
