How to apply for and obtain a new driving license in Pakistan
A driving license is required to legally operate a motor vehicle in Pakistan. The license is issued by provincial motor vehicle licensing authorities under the Motor Vehicles Ordinance, 1965.
Eligibility
You can apply for a driving license if you:
- are at least 18 years old
- hold a valid CNIC (Computerized National Identity Card)
- pass a medical fitness test
- pass both written and practical driving tests
Application Process
Documents Required
- Original and photocopy of CNIC
- Recent passport-size photographs (4-6 copies)
- Medical fitness certificate from authorized medical center
- Application form (available at licensing center)
Written Test
The written test assesses knowledge of:
- Traffic rules and regulations
- Road signs and signals
- Basic driving safety
- Motor Vehicles Ordinance provisions
Practical Test
The practical driving test evaluates:
- Vehicle control and handling
- Traffic rule compliance
- Use of indicators and signals
- Parking and maneuvering
- Road awareness
License Categories
- Motorcycle: Two-wheeled vehicles
- LTV (Light Transport Vehicle): Cars, jeeps, light vehicles up to 3,500 kg
- HTV (Heavy Transport Vehicle): Trucks and commercial vehicles over 3,500 kg
- PSV (Public Service Vehicle): Buses and public transport vehicles
- LTV+Motorcycle: Combined license for both categories
Fees
License fees vary by category:
- Motorcycle: PKR 1,500-2,000
- LTV: PKR 2,000-3,000
- HTV/PSV: PKR 3,000-5,000
Fees may vary by province.
Validity
Driving licenses are valid for:
- 5 years for motorcycle and LTV licenses
- 3 years for HTV and PSV licenses

Visit your nearest motor vehicle licensing authority or district excise and taxation office. Applications can be submitted in person or online where available through provincial e-services portals.
